What Is a Sewer Encasement?

A sewer encasement involves surrounding an existing or new sewer pipe with concrete (or another approved barrier) to protect it from external loads, soil movement, and structural stress. This protective shell ensures the sewer remains stable, durable, and compliant when construction or heavy loads are in close proximity.

It’s often required when building over, adjacent to, or altering ground levels around a sewer main — part of Sydney Water’s regulatory safeguards to protect critical infrastructure.

Compliance with approvals – Many Development Applications (DA), Building Plan Approvals (BPA), or Section 73 certificates require concrete encasement of sewer infrastructure.

Site assessment & review
- Evaluate drawings, pegout reports, and existing conditions.
Excavation & preparation
- Carefully excavate the trench around the sewer pipe using shoring if necessary.
- Support the pipe so it remains stable and aligned.
Pipe positioning & protection
- Secure the pipe centrally within the trench with blocks or spacers to maintain clear cover all around.
- Ensure it remains level and on grade during encasement.
Concrete placement
- Pour the concrete encasement to specified thickness and strength, meeting Sydney Water’s structural and durability standards.
- Include reinforcement (if required) to resist bending or loads.
Inspection & certification
- Coordinate with your Water Servicing Coordinator (WSC) or Sydney Water for inspections before and during pouring.
- Obtain necessary compliance certificates (e.g. WACK report).
Backfill & site reinstatement
- After the encasement cures, backfill with suitable material, compact in lifts.
- Temporary restoration to the surface (paving, landscaping, driveways) to original or approved standard.
Ongoing support
