Minor Works & Major Works Construction - Zaoud Plumbing, Sydney Water Accredited
What Are “Minor Works” and “Major Works”?
In the context of Sydney Water’s plumbing and sewer infrastructure, “Minor Works” and “Major Works” are distinct categories of construction projects, each with its own rules, approval pathways, and accreditation requirements.
Minor Works: These involve simpler, lower-risk sewer tasks permitted under streamlined processes, typically by constructors listed under the “Minor Works” (MS) accreditation. Sydney Water allows certain works under Minor Works, such as junction cut-ins, short extensions, encasements, and small mains within controlled limits.
Major Works: These refer to more complex, large-scale or deeper infrastructure alterations, new mains, diversions, or works outside the Minor Works envelope. They require more detailed design, oversight, inspection, and higher accreditation levels.
For any development or plumbing project involving sewer or water mains in Sydney, the correct classification and compliance with the relevant standards is critical.
What Falls Under Minor Works & Major Works?
Minor Works Scopes (Under MS or S1/S2 Constructors)
Under Sydney Water’s Minor Works (Sewer) rules:
- Insertion of junctions (property connection points) into existing VC or PVC sewers up to DN 225, depth ≤ 2.5 m (for MS constructors)
- Extensions or replacements of existing sewer up to 25 metres (on line and grade)
- Concrete encasement or protection of existing sewers for up to 25 metres
- Decommissioning or sealing of redundant sewer connections
- If a proposed work is beyond these limits – for example deeper sewers, larger diameters, new main alignments, complex diversions or crossing under existing infrastructure – the work must be managed as Major Works.
Why These Distinctions Matter
Regulatory compliance: Undertaking works without correct accreditation or approval can lead to noncompliance, rejection of works, or remedial costs.
Approval pathways: Minor Works can often use streamlined “Tap in®” or Minor Works processes with less oversight. Major Works require full design, submission, inspection and adherence to broader standards.
Risk and complexity: Major Works carry higher risk (deep excavation, traffic, utility conflict) and require more rigorous safety, quality, and project management practices.
Quality & durability: Regardless of scale, all work must meet Sydney Water’s standards, but Major Works often require more robust materials, testing, monitoring and engineering oversight.
Our Minor & Major Works Construction Services
1. Preliminary assessment & classification
- We review your plans, site conditions, existing assets and intended works
- Advise you on accreditation, design requirements, risk or scope escalation
2. Design & approvals
- For Minor Works: prepare design details, offsets, junctions, encasement proposals, and lodge through Tap in® or WSC/Major Works pathway
- For Major Works: coordinate with a Water Servicing Coordinator (WSC), produce full design packages, construction methodology, traffic management, environmental plans, and submit to Sydney Water for approval
- Adhere to Sydney Water’s “Instructions to Constructors – Minor Works (Wastewater)” or “Instructions to Constructors – Major Works” documents.
3. Utility locating & site investigation
- Use all relevant services identification (Dial Before You Dig, as-laid infrastructure maps, on-site locating)
4. Excavation & infrastructure construction
- Execute trenching, crossings, boring, directional drilling, or tunnelling as required
- Install new sewer mains, water mains or pipelines (depending on project)
- Carry out manhole, junction, encasement and connection works as specified
- Apply proper support, shoring, safety measures, stormwater/groundwater control
5. Testing, inspection & compliance
- Perform pressure tests, leakage tests, CCTV inspections, joint testing and structural verification
- Facilitate inspections by Sydney Water, WSC or other regulatory bodies at critical hold points
- Prepare “Work As Constructed” (WAC) documentation or reports for Minor Works and Major Works as appropriate by a third-party surveyor if required.
6. Backfill & reinstatement
- Backfill trenches in compacted lifts with approved fill
- Temporary service restoration surfaces (roads, sidewalks, driveways, landscaping) to original or better condition
- Ensure that encasements, access points, and junctions are flush, saf,e and accessible
7. Handover, documentation & ongoing support
- Deliver as-built plans, compliance certificates, test results, and Sydney Water handover documentation
Cost Factors & Timeline
Influencing Factors
- Whether the project falls under Minor or Major Works
- Depth, diameter and complexity of pipes or infrastructure
- Ground conditions, rock, high water table or poor soils
- Site access, road crossings, traffic management or disruption
- Inspection, design costs, approval time, engineering fees
- Restoration, material quality, safety and risk mitigation
Timeframes
- Minor Works: often can be completed within a few days after approvals (for straightforward projects)
- Major Works: may span several weeks or months, depending on complexity, approvals, and site constraints
- Design and approval turnaround can add significant lead time, especially under Major Works
- Timeframe subject to weather, council permits and RMS permits.
