Watermains, Mains to Meters

Watermains & Main-to-Meter Services - Zaoud Plumbing, Sydney Water Accredited

What Are Watermains & Main-to-Meter Connections?

A watermain (or main water pipe) is the primary pipeline in the distribution network that carries potable water under pressure across streets and neighbourhoods.

A main-to-meter connection (sometimes called main to meter, service connection, or service main) is the private pipe run from the water main to the water meter on your property. It is the link between the public supply network and your private plumbing system.

This service is essential when connecting a new development, building subdivision, or when upgrading/relocating infrastructure.

Why Main-to-Meter Connections Matter

  • Legal & regulatory compliance – In Sydney, every property that uses water must have a meter in the correct position, and the connection must meet Sydney Water’s technical standards.
  • Accurate billing & water management – A precise, well-fitted meter connection ensures correct measurement of usage, which is vital for monitoring, leak detection, and fair billing.
  • Support development projects – For subdivisions, new buildings, or changed lot layouts, main-to-meter connections are prerequisites for utility servicing and approvals.
  • Asset integrity & safety – Proper design and installation reduce the risk of leaks, pressure loss, contamination, or connection failure.
  • Ease of meter maintenance & access – A well-installed connection ensures Sydney Water or authorised plumbers can access, replace, or read the meter as required without obstruction.

Our Watermains & Main-to-Meter Services

Zaoud Plumbing, as a Sydney Water–accredited constructor and listed provider, offers full end-to-end services for watermain and main-to-meter connections:

1. Preliminary site review & applications

  • Assess site plans, street watermain location, lot boundary and configuration
  • Check existing infrastructure and required meter size
  • Prepare and lodge connection applications via Sydney Water Tap in® or relevant authority

2. Coordination

  • Arrange for meter allocation installed by Sydney Water.

3. Utility locating & marking

  • Use electronic locators or existing drawings to confirm main location, services and constraints
  • Peg out the route with offsets, depths, and alignment

4. Trenching & excavation

  • Excavate the trench for the service pipe, following safe excavation practices
  • Use under road bores or directional drilling to cross under the road or carriageways when necessary (minimising costly road cutting unless there are other underground utility services in middle of road where under road boring cannot be achieved)

5. Pipe installation & connection works

  • Lay conduit or service pipe of approved material (e.g., PVC, ductile iron, or approved service pipe) with bedding and compaction
  • Perform a drilled or tapped connection (or saddle connection) into the water main, under pressure if permitted
  • Install the connection to the water meter location, with shut-off valves, meter assembly, and proper fittings

6. Meter installation & handover

  • Either coordinate Sydney Water’s installation of light-duty meters (typically 20 mm to 50 mm) or, where allowed, install heavier-duty meters (50 mm or greater) with licensed plumber certification
  • Ensure meter is positioned per regulatory guidelines (height, setback from boundaries, etc.)

7. Pressure testing & inspection

  • Conduct pressure leak tests, line flushing, and disinfection where required
  • Facilitate inspection by Sydney Water or other authority prior to commissioning

8. Backfill, reinstatement & finishing

  • Backfill trenches in compacted lifts, temporary restoration road, footpath, landscape, or driveways
  • Ensure the meter box, valve surround, paving, or cover is flush and accessible

9. Documentation & compliance

  • Provide as-built drawings, test reports, compliance statements, and meter handover records
  • Support for council, certifier, or Sydney Water audit if needed

Cost Drivers & Timeline

Key cost influences

  • Distance between watermain and meter location
  • Depth, ground conditions (rock, fill, groundwater)
  • Whether road crossings or directional drilling are required
  • Meter size and type (light duty vs heavy duty)
  • Permits, inspection, reinstatement, and traffic control costs
  • Site constraints (tight access, existing structures, other utilities)

Typical time frame

  • Excavation & connection works: 1–2 days (standard residential job)
  • Temporary Reinstatement: as part of the works or the next day

In many residential setups, we aim to complete the main-to-meter connection within a few business days after approvals, subject to site conditions and meter procurement.
